Das neue, von der EU ko-finanzierte Projekt CHAIN widmet sich der Prävention von weiblicher Genitalverstümmelung (female genital mutilation – FGM) und Früh- und Zwangsverheiratung (early and forced marriage – EFM); zwei Formen von geschlechtsspezifischer Gewalt, die häufig ineinander verschränkt sind. Im Rahmen des Rights, Equality and Citizenship Programms der Europäischen Kommission koordiniert TERRE DES FEMMES das zweijährige Projekt (Laufzeit: 1.9.20 – 31.8.22) und setzt dieses gemeinsam mit vier europäischen Partnerorganisationen – Action Aid International Italia Onlus, Equipop, Save a Girl, Save a Generation sowie dem europäischen Netzwerk End FGM EU – um.

Nach der erfolgreichen Umsetzung der EU-geförderten CHANGE Projekte (2013 – 2020: CHANGE, CHANGE Plus und Let’s CHANGE) zur Abschaffung von weiblicher Genitalverstümmelung in Europa, wird die Präventions- und Interventionsarbeit zu FGM fortgeführt und um Früh- und Zwangsverheiratung als geschlechtsspezifische Gewaltformen erweitert. Durch kontinuierliches Empowerment von betroffenen Communitys, durch Trainings, Capacity-Buildung und Sensibilisierung in Zusammenarbeit mit Communitys sollen Prävention, Schutz und Unterstützungsmaßnahmen für Betroffene von FGM und EFM gefördert, institutionalisiert und weiter ausgebaut werden.

Enge Zusammenarbeit mit betroffenen Communitys

Die Partnerorganisationen in Italien, Deutschland, Frankreich, Spanien werden Community TrainerInnen aus betroffenen Communitys ausbilden, welche anschließend Community Leader aus verschiedenen Diaspora-Communitys für die Themen FGM und EFM sensibilisieren und mit ihnen in einen Dialog treten. Hierdurch werden insbesondere betroffene und von FGM/EFM gefährdete Mädchen und Frauen gestärkt. Durch Aktivitäten in Communitys sollen mindestens 4.000 Menschen aus verschiedenen Diaspora-Communitys in Europa erreicht werden. Teil des Projekts wird auch eine Awareness-Kampagne sein, die zu den beiden Gewaltformen sensibilisiert und aufklärt. 

Mädchenschutz und Unterstützung von Betroffenen verbessern

Ein weiteres Hauptziel von CHAIN ist die Prävention, (Vor-)Sorge und Unterstützung von gefährdeten und betroffenen Mädchen und Frauen auf institutioneller Ebene. Dazu werden in Zusammenarbeit mit lokalen und nationalen AkteurInnen Interventionsketten entwickelt, die Handlungsanweisungen in Fällen von drohender oder bereits erfolgter Genitalverstümmelung und/oder Früh-/Zwangsverheiratung in Berlin, Madrid, Mailand und Paris festlegen. Diese Interventionsketten werden im Rahmen einer nationalen Konferenz vorgestellt und können so von anderen Regionen/Bundesländern adaptiert werden.

Außerdem bilden die geschulten Community TrainerInnen europaweit Fachkräfte aus Behörden, dem Gesundheits- und Sozialbereich fort und sensibilisieren diese für die Unterstützung und den Umgang mit Betroffenen und Gefährdeten.

Um die Arbeit nachhaltig zu gestalten, soll im Rahmen des Projekts der Grundstein für ein europaweites Community-Netzwerk gelegt werden, das anschließend Möglichkeit zum Austausch und zur transnationalen Zusammenarbeit bietet.

Darüber hinaus finden bilaterale Lobbytreffen im Europäischen Parlament sowie eine internationale Konferenz in Brüssel statt, um auch die politische Ebene in den Diskurs zu FGM/EFM einzubinden sowie Forderungen und Bedarfe seitens der Communitys einzubringen.

TERRE DES FEMMES launches new project to prevent and eliminate female genital mutilation and early/forced marriage

The new EU co-funded project CHAIN is dedicated to the prevention of female genital mutilation (FGM) and early and forced marriage (EFM); two forms of gender-based violence that are often intertwined. As part of the Rights, Equality and Citizenship Program of the European Commission, TERRE DES FEMMES coordinates the two-year project (duration: 1.9.20 - 31.8.22) and implements it together with four European partner organizations - Action Aid International Italia Onlus, Equipop, Save a Girl, Save a Generation and the European network End FGM EU.

Following the successful implementation of the EU-funded CHANGE projects (2013 - 2020: CHANGE, CHANGE Plus and Let's CHANGE) to end female genital mutilation in Europe, the prevention and intervention work on FGM will be continued and expanded to include early and forced marriage as gender-based forms of violence. Through continuous empowerment of affected communities, training, capacity building and awareness raising in cooperation with communities, prevention, protection, and support measures for victims of FGM and EFM will be promoted, institutionalized, and further expanded.

Close cooperation with affected communities

The partner organizations in Italy, Germany, France, and Spain will train Community Trainers from affected communities, who will then sensitize community leaders from various diaspora communities to the issues of FGM and EFM and enter a dialogue with them. This will particularly empower girls and women affected by and at risk of FGM/EFM. Through activities in communities, at least 4,000 people from different diaspora communities in Europe will be reached. Part of the project will also include an awareness campaign to raise awareness and educate on the two forms of violence.

Improving protection for girls and support for victims

Another main objective of CHAIN is to prevent, (pre-)care for and support girls and women at risk and affected at the institutional level. To this end, intervention chains are being developed in cooperation with local and national actors, which define intervention chains in cases of threatened or already occurred genital mutilation and/or early/forced marriage in Berlin, Madrid, Milan, and Paris. These intervention chains will be presented at a national conference and can thus be adapted by other regions/provinces.

In addition, the trained Community Trainers will educate and sensitize professionals from authorities, the health, and social sectors across Europe on how to support and deal with survivors and those at risk.

To make the work sustainable, the project aims to lay the foundation for a Europe-wide community network, which will subsequently provide opportunities for exchange and transnational cooperation.

In addition, bilateral lobby meetings in the European Parliament and an international conference in Brussels will be held to involve the political level in the discourse on FGM/EFM and to introduce demands and needs on the part of the communities.
